Moira Ragan is a Senior Evaluation Associate at CERE who specializes in educational research and evaluation, research design, measurement and statistical consultation. Moira’s focus at CERE includes instrument development (e.g., developing instruments to measure teacher beliefs and dispositions in international education contexts), evaluating U.S. Department of Education-funded educational interventions and research on parent and teacher experiences transitioning to online learning. Moira works on a variety of projects related to K-12 and higher education funded through federal grants and philanthropic foundations.
